Kazakhstan has introduced amendments to the state compulsory standards for higher and postgraduate education, reports a correspondent of the Kazinform agency.
The corresponding order of the acting Minister of Science and Higher
Education, dated May 4, 2026, provides for strengthening requirements for
digital literacy, the use of artificial intelligence, and the development of
inclusive education.
According to the document, higher and postgraduate education institutions
will independently develop educational programs in accordance with professional
standards. These programs must be aimed at fostering the values of inclusion
and sustainable development, developing research skills and an anti-corruption
culture, as well as ensuring life safety and environmental education.
It is separately established that universities will develop and implement
educational programs aimed at building competencies in the field of artificial
intelligence application.
Educational programs in pedagogical fields will include disciplines on the
accompaniment and support of children with special educational needs and
limited health capabilities.
It is also clarified that educational programs will be developed by
academic committees with the participation of teachers, employers, and
students.
From July 12, 2026, updated requirements for the disciplines of the
mandatory component of the general education disciplines cycle will come into
force. They will be focused on developing digital literacy, proficiency in
modern technologies, and skills in using internet resources, cloud, and mobile
services.
The changes also affect postgraduate education. In particular, the
experimental and research work of master's and doctoral students will be
required to be carried out using modern digital technologies.
Furthermore, the document clarifies that universities are obliged to comply
with qualification requirements throughout the entire validity period of their
educational activity license.
The order takes effect on May 24, 2026, with the exception of certain provisions
that will come into force on July 12.
