At the informal summit of the Organization of Turkic States in Turkestan, Kazakhstan presented not only infrastructure projects, but also large-scale initiatives in the field of cybersecurity, which has become a key element of the region’s overall digital stability.
The Ministry of Artificial
Intelligence and Digital Development is actively promoting the idea of creating
a unified digital shield for the Turkic states, taking cooperation to a new
level. An important step in this direction was the signing of a memorandum on
cyber cooperation between Kazakhstan and Turkey, which confirmed the countries’
readiness to promptly exchange data on incidents, jointly protect critical
infrastructure, conduct joint cyber exercises, and train specialized personnel.
However, Kazakhstan proposes not to
limit itself to bilateral agreements, but to scale this experience across the
entire OTS area. Our country has put forward an initiative to create a full-fledged
Cybersecurity Council within the Organization. The relevant concept has already
been developed by the Kazakh side and sent to partners for consideration. This
Council is intended to become a mechanism for direct coordination between
relevant agencies, instant exchange of information on threats and zero-day
vulnerabilities, as well as harmonization of regulatory standards for
protecting the personal data of citizens of our countries.
The security of the IT perimeter
goes hand in hand with the development of innovative platforms, where the OTS
countries are also demonstrating leadership by developing projects such as the
Turkic Metaverse, which was tested for the first time at the level of the
region’s leading technology parks.
As Deputy Prime Minister and
Minister of Artificial Intelligence and Digital Development Zhaslan Madiyev
emphasized, it is impossible to build a strong digital economy without a
reliable security foundation. In the era of rapid artificial intelligence
development, cyber threats know no borders, so fragmented protection no longer
works. Our initiative to create the OTS Cybersecurity Council is a transition
from isolated interaction to a unified technological shield. We propose
combining the efforts of our national centers, sharing unique data in real
time, and jointly developing human capital. Only in this way, by creating a
protected digital ecosystem, will the Turkic states be able to guarantee the
stability of critical infrastructure and the security of their citizens’ data.
