Kazakhstan Launches the Year of AI: What Will Change for the State and the Economy

The plan includes 8 blocks and 100 key measures. The document covers the objectives of the digital economy — from strategic and regulatory support to industry digitalization, cybersecurity development, infrastructure expansion, and the formation of a new economy. The official opening of the Year will take place in March at the Alem.AI platform.

Digital Strategy: New Rules for IT and AI

Within this block, the development of the “Digital Qazaqstan” strategy is planned, along with the formation of tax and regulatory incentives for domestic IT companies. It is expected that at least 90% of key legislative initiatives in the fields of digitalization, AI, data, cybersecurity, telecommunications, and digital assets will be adopted.

AI in Schools and Universities: Investing in Future Talent

The AI-SANA initiative предусматривает the introduction of AI education at all levels — from schools to adult retraining programs. Projects such as Day of AI Qazaqstan and the opening of TUMO Centers are being developed. At least 450,000 students and educators are expected to be covered. In 2026, the first stage of AI University will begin, along with the scaling of Tomorrow School in the regions. Programs AI Governance 500, AI Qyzmet, and AI Corporate will also be launched.

Digital Government: How Public Administration Will Change

Government agencies will transition to a digital governance model:
– at least 80% of civil servants will be covered by the Gov Workspace digital workplace;
– at least 50 public services will be delivered using AI;
– at least 30% of state information systems will be migrated to the QazTech platform.

In parallel, internet access will be ensured in trains, airplanes, tourist zones, and border facilities, including the launch of Direct to Cell satellite communication.

Data Shield: Strengthening Cybersecurity and Data Centers

The plan includes enhanced protection of personal data, cybersecurity audits of state information systems, and their prioritized migration to a new national data center.

From Oil to Fields: AI in Key Sectors

Among the priorities are the implementation of AI in energy, digitalization of at least 90% of geological data, the launch of a digital contour for cross-border logistics, AI-based monitoring of agricultural land with a 10% increase in crop yields, BIM modeling in construction, and connecting at least 30% of financial organizations to a unified digital environment.

Smart Cities and Fast Internet: What Awaits the Regions

In 2026, fiber-optic networks will be built in rural areas, mobile internet coverage will expand along highways, and 5G networks will be developed in 20 cities. Public service centers will be transformed into digital citizen offices with self-service zones.
It is expected that 99% of citizens will gain access to high-speed internet, while the urban comfort index will grow by at least 15% annually.

Future Economy: Drones, Crypto Industry, and Satellites

The measures include the development of the drone industry, the launch of a regulated crypto industry and digital assets, state-backed mining, as well as launching domestic satellites into orbit and exporting them.
