The document establishes, for the first time, unified national standards for the use of AI in education — with a focus on ethics, legal regulation, personal data protection, and academic integrity.
The
concept covers schools and colleges, and provides for the integration of AI
topics into curricula, the creation of digital textbooks, the development of AI
literacy among students, and teacher professional development based on a
three-level model: Acquire → Deepen → Create.
"The
concept not only defines strategic priorities but also establishes a clear
implementation mechanism, a monitoring system, and a roadmap, ensuring the
systemic, responsible, and safe use of AI in Kazakhstan's schools and colleges.
It is important to understand that artificial intelligence does not replace the
teacher — it enhances their role. All significant decisions in the educational
process remain with the human," said Minister of Education Gani
Beisembayev.
Special
attention is given to protecting children's rights and strengthening the role
of the teacher. Unified rules for academic integrity and AI ethics are being
introduced.
"The
integration of artificial intelligence into education is part of Kazakhstan's
broad digital transformation strategy. We are creating conditions for
schoolchildren and students not just to use digital tools, but to become their
creators. The concept will raise a generation of specialists who work
confidently with the technologies of the future while preserving national
values and academic integrity," said Minister of Digital Development,
Innovation and Aerospace Industry Zhaslan Madiyev.
Starting
in 2025, AI elements are being incorporated into the subjects "Digital
Literacy" and "Computer Science." Online Day of AI courses have
been prepared for students, and professional development courses for teachers.
Kazakhstan has become one of the first countries to adopt a national approach to AI integration in education based on recommendations from UNESCO, the OECD, and the EU.
