Digital Services Development and Artificial Intelligence Ecosystem Discussed in Karaganda Region

During a working visit to the Karaganda region, First Vice Minister of Artificial Intelligence and Digital Development of Kazakhstan Rostislav Konyashkin held a meeting with residents of the region. The program included a visit to the regional IT hub "Terricon Valley," presentations of projects at the "Startup Alley," and a personal reception of citizens. During the meeting, the results of the development of electronic public services were presented. Today, 92% of all public services are available online, and the share of services received via smartphones has reached 95.9%. In 2025, 54 million public services were rendered, with 60% of them provided in a proactive format — without submitting applications or visiting Public Service Centers. Public services are integrated into 56 external platforms. As Rostislav Konyashkin noted, digitalization is not only the introduction of technologies, but also improving the quality of interaction between the state and citizens. "Our goal is to make public services as simple, clear, and accessible as possible. We are moving from formally transferring processes online to a proactive model where services work ahead of time and take into account people's life situations," he emphasized. The most in-demand digital tools were also demonstrated: over the year, QR signatures were used 29 million times, biometric identification — 9.9 million times, and the digital documents service — 37 million times. In the field of social support, the "Social Wallet" within eGov Mobile is being developed. In the direction of free and subsidized meals, all general education schools are equipped with hardware and software systems, more than 1.5 million vouchers have been created, and over 89 million hot lunches have been served. In terms of drug provision, 708 state pharmacies are connected to the system, enabling the dispensing of medications under 14.4 million prescriptions. The eGov Mobile application is being developed as a digital assistant: last year, 50 million notifications were sent to users. Among the popular services are "National Fund for Children," "Stop-Credit (Voluntary refusal to receive bank loans and microcredits)," and "Voluntary refusal to participate in gambling." Driver's license replacement is now carried out in the application "in two clicks" — more than 25,000 people have used the service. Significant attention is paid to information security. A state service for monitoring consents to access personal data has been launched through the eGov portal, and more than 5.4 million citizens have used the "Credit Refusal" feature. As part of the infrastructure agenda, the development of communications in the region was reviewed. In the Karaganda region, 96 base stations were installed in 2023–2025. A total of 80 locations with unstable signals were identified; improvements have been completed at 28 of them, and work continues at the remaining 52. A separate direction of the meeting was the agenda for developing the artificial intelligence ecosystem. More than 300 students are studying at Tomorrow School, over 650,000 students have completed training under the AI Sana program, and more than 54,000 civil servants have received certificates under the AI Qyzmet program. More than 4,500 employees have been trained to work with the National Artificial Intelligence Platform. It was also noted that on November 17, 2025, the Law "On Artificial Intelligence" was adopted. In terms of the practical implementation of AI solutions, the Alem.GPT platform was presented: in 2025, more than 20 public services were launched on its basis; in 2026, it is planned to expand to 50 of the most in-demand services of central and local executive bodies, as well as to launch AI agents for businesses and second-tier banks. In the Smart City direction, Karaganda scored 80.78 points in the rating in 2025 (compared to 80.06 in 2024). The city has 15,491 video cameras and 473 road safety cameras with video analytics capabilities installed. Through the Unified Contact Center 109, a total of 110,165 appeals from residents were reviewed over the year. The meeting was held in an open dialogue format and concluded with a personal reception of citizens. Among the issues raised were the launch of a new driving school (autodrome) in Karaganda and its transfer to the "Government for Citizens" branch, as well as the quality of mobile communications and the internet. Operators outlined plans for equipment modernization with implementation deadlines by the end of August 2026. The working visit provided an opportunity to discuss both strategic directions of digital development and specific issues of concern to the region's residents.
