HUMAN CAPITAL — THE FOUNDATION OF THE STATE

On February 11, a dialogue platform was held at Karaganda Industrial University on the topic “The Draft of the New Constitution: Human Capital as the Foundation of the State.”

The speaker of the meeting was Abil-Said Tileubayev, a lecturer of the Department of “History of Kazakhstan and General Education Disciplines.” In his speech, he thoroughly outlined the key provisions of the draft, placing special emphasis on the role of human capital as a strategic resource for the development of a modern state.

The dialogue format enabled participants not only to familiarize themselves with the main initiatives and conceptual approaches, but also to ask questions of interest, discuss current aspects of constitutional reforms, and express their own opinions.

The event was held in an atmosphere of active discussion and engagement, reaffirming the importance of open platforms for exchanging views and fostering civic responsibility.
