Nursultan Abishevich Nazarbayev was born on July 6, 1940, in the village of Chemolgan, Almaty Region. After reading an announcement in the newspaper Leninskaya Smena about a Komsomol recruitment campaign, he decided to go to Temirtau to take part in the construction of the Kazakhstan Magnitka. In November of the same year, by decision of the Government of the Kazakh SSR, Nursultan Abishevich, as part of a group of young men of indigenous nationality, was sent to study in Dneprodzerzhinsk, Ukraine. It was in this city that one of the best technical vocational schools in the USSR was located, where blast furnace operators, crane operators, and welders for open-hearth furnaces were trained.
Having passed his final exams with excellent results and obtained the qualification of a blast furnace operator of the 8th grade, Nursultan Nazarbayev returned to Temirtau in 1960 to work at the Karaganda Metallurgical Plant. Two years later, he continued his education, becoming first a student of the Karaganda Polytechnic Institute, and later of the evening department of the plant-based higher technical educational institution (VTUZ), which he graduated from in 1967 with a degree in Ferrous Metallurgy. Nursultan Abishevich successfully combined his higher education studies with work and active public activity.
Later, his career moved into the party and state sphere: he held various positions in Komsomol and party structures, including in Temirtau and the Karaganda Region, and subsequently became one of the leaders of the region.
Since 1990, he held the highest state positions, and in 1991 became the First President of independent Kazakhstan. He remained in this position until 2019, playing a key role in the formation of the state system, economic reforms, and foreign policy of the country.

Sara Alpyssovna Nazarbayeva was born on February 12, 1941, in the village of Kyzyl-Zhar, Karaganda Region. She is the spouse of Nursultan Abishevich Nazarbayev, the first President of the Republic of Kazakhstan. In 1976, she graduated from the plant-based VTUZ at the Karaganda Metallurgical Combine with a degree in Economics.
Sara Alpyssovna gained recognition through her active public activities aimed at protecting motherhood and childhood, as well as developing charitable and educational initiatives.
In 1992, at her initiative, the international children’s charity foundation Bobek was established, providing support to orphans and children from low-income families and implementing various social assistance programs. Continuing this work, in 1994 Sara Nazarbayeva initiated the creation of the foundation SOS – Children’s Villages of Kazakhstan, which is part of the international organization SOS Kinderdorf International. The main goal of the foundation is to create conditions close to a family environment for orphans and children left without parental care through the organization of family-type children’s villages.
All activities of Sara Alpyssovna Nazarbayeva are closely connected with the implementation of social and humanitarian projects aimed at strengthening the institution of the family and promoting the values of compassion, care, and upbringing of the younger generation.

Oleg Nikolaevich Soskovets was born on May 11, 1949, in the city of Taldy-Kurgan. In 1971, he graduated from the plant-based VTUZ and began his professional career at the Karaganda Metallurgical Combine in Temirtau.
Over many years of work in the Karaganda Region, Oleg Soskovets progressed from a rolling mill worker to the General Director of the Karaganda Metallurgical Combine. He served as Minister of Ferrous Metallurgy of the USSR, First Deputy Prime Minister of the Republic of Kazakhstan, and was elected a People’s Deputy of the USSR representing the mining and metallurgical region.
In 1992, Oleg Soskovets headed the Committee for Metallurgy of the Russian Federation, and a year later was appointed First Deputy Chairman of the Government of the Russian Federation. In this position, he supervised the work of 14 ministries, including the fuel and energy complex, transport, communications, healthcare, the medical industry, and nuclear energy. He also chaired more than twenty government commissions.
In 1996, he became Chairman of the Board and President of the Association of Financial-Industrial Groups of Russia. In 2008, he headed the council of the association “Business Council of EurAsEC.”
Since 2011, Oleg Soskovets has been Vice President of the Russian Engineering Academy and President of the Russian Union of Industrialists.
He has been awarded numerous state and international honors for his long-term professional activity and contribution to economic development and cooperation, including the Orders of Honor, Friendship, and the Order of the Red Banner of Labour, as well as Kazakh awards such as the Order of Dostyk and the Order of Barys (2nd degree). In 2019, he was awarded the badge of the Federation of Trade Unions of the Republic of Kazakhstan “For Contribution to Trade Unions.”

Tuleutay Skakovich Suleimenov was born on October 1, 1941, in the city of Semipalatinsk. He is a statesman of the Republic of Kazakhstan, a diplomat, Doctor of Political Sciences, and an honorary member of the National Academy of Sciences of Kazakhstan.
He began his professional career at the Karaganda Metallurgical Combine, where from 1959 to 1971 he worked as a blast furnace operator, then as an engineer, foreman, and secretary of the Komsomol committee. During this period, in 1967, he graduated from the plant-based VTUZ at the Karaganda Metallurgical Combine.
From 1971 to 1977, he held leadership positions in Temirtau: he was the First Secretary of the city committee of the Leninist Communist Youth Union of Kazakhstan, Chairman of the City Committee of People’s Control, and Second Secretary of the city party committee.
Since 1980, Tuleutay Suleimenov worked within the system of the Ministry of Foreign Affairs of the USSR, both in the central apparatus and abroad. After Kazakhstan gained independence, from 1991 to 1994, he became the first Minister of Foreign Affairs of the Republic of Kazakhstan.
In subsequent years, Tuleutay Skakovich represented the country in diplomatic service as Ambassador Extraordinary and Plenipotentiary to the United States, European countries, and international organizations. Since 2005, he has been engaged in scientific and teaching activities: he served as Director of the Institute of Diplomacy, Vice-Rector, and Professor at the Academy of Public Administration under the President of the Republic of Kazakhstan.
Tuleutay Suleimenov made a significant contribution to the formation of Kazakhstan’s foreign policy and the development of its diplomatic service. He has been awarded state and international honors, including the Orders of Barys (1st and 3rd degrees), Parasat, and Kurmet. He is also an Honored Worker of the Diplomatic Service of the Republic of Kazakhstan and a laureate of the State Prize in Science and Technology.

Toktarkhan Ibraevich Iskakov was born on May 10, 1938, in the Semipalatinsk Region, at the Zhenis-Tobe station. After graduating from school, under a Komsomol assignment, he was sent to the construction of the city of Rudny and the Sokolov-Sarbai Mining and Processing Combine. He later served in the army, and after completing his service, in 1960 he arrived in Temirtau and began working at the Kazakh Metallurgical Plant, first as a mechanic in the power plant shop, and later as a loader.
He set himself the goal of becoming a metallurgical engineer. He enrolled in the Karaganda Polytechnic Institute, choosing the metallurgical faculty and specializing in rolling production. He combined his studies with work at the plant. Later, he was transferred to study at the Temirtau plant-based VTUZ. After graduating in 1967, he began working as a senior cutter in the blooming mill shop.
In 1968, Toktarkhan Iskakov participated in the commissioning of Sheet Rolling Shop No. 1, where he worked for more than 20 years. Later, he took part in the establishment of the hot-dip aluminizing and galvanizing shop (Sheet Rolling Shop No. 4), where he held the position of shop manager.
For his contribution to the development of the metallurgical industry, he was awarded the Orders of the Red Banner of Labour and Kurmet, as well as the medal For Distinguished Labour.

Vladimir Fedorovich Kolbasa was born on August 19, 1936, in the village of Zheltoye, Dnepropetrovsk Region, Ukraine. In 1958, under a Komsomol recruitment campaign, he arrived in Kazakhstan to participate in the construction of the Karaganda Metallurgical Combine. From the early years, he took part in the development of the enterprise and witnessed key stages of its formation, including the launch of the first blast furnace in 1960. He worked in the team that carried out the first tapping of iron together with the future President of Kazakhstan, Nursultan Abishevich Nazarbayev.
Alongside his production work, he obtained higher education, graduating in 1967 from the plant-based VTUZ at the Karaganda Metallurgical Combine with a degree in Ferrous Metallurgy. He continued his professional career in the blast furnace shop, progressing from a blast furnace operator and gas worker to a foreman and assistant shop manager. His total work experience in blast furnace production amounted to 46 years, including many years of work even after retirement.
For his contribution to the metallurgical industry, he was awarded the Orders of the Badge of Honor and Parasat.

Viktor Matveevich Strinzha was born on September 6, 1934, in the village of Armyanskoye in Crimea. During the Great Patriotic War, he became an orphan and was raised in an orphanage in Kharkiv. He received his first employment record book at the age of 14, having mastered several professions, including work as a turner, a sailor, and a communications operator.
He arrived in Temirtau during the formation of the metallurgical industry. In 1957, he began working as a roller operator in the rolling shop of the Kazakh Metallurgical Plant. After his work shifts, he attended a school for working youth, where he completed grades 8, 9, and 10. After receiving his secondary education, he enrolled in the Karaganda Polytechnic Institute. In 1963, he transferred to the evening department of the plant-based VTUZ, from which he graduated in 1967 with a degree in Metal Forming.
He actively participated in public and trade union activities. From 1965 to 1976, Viktor Strinzha worked in trade union bodies, holding positions such as Deputy Chairman of the plant trade union committee, Secretary of the regional trade union committee of metallurgical industry workers, and Chairman of the trade union organization of the Karaganda Metallurgical Combine.
From 1979 to 1989, he served as the First Secretary of the Temirtau City Party Committee. He was elected a Deputy of the Supreme Soviet of the Kazakh SSR.
For his contribution to industrial development and public activity, he was awarded the Orders of the Red Banner of Labour and Kurmet.

Kabidolla Zulkashevich Sarekenov was born on January 7, 1942, in the village of Shoktybay (now the Chingirlau District of the West Kazakhstan Region). He is a Kazakhstani scientist-metallurgist, Doctor of Technical Sciences, Professor, Corresponding Member of the National Engineering Academy of the Republic of Kazakhstan, and laureate of the State Prize in Science and Technology.
In 1968, Kabidolla Zulkashevich graduated from the plant-based VTUZ with a degree in Ferrous Metallurgy, combining his studies with work. From 1960 to 1968, he worked in the blast furnace shop of the Karaganda Metallurgical Plant as an iron smelter and later as a blast furnace operator. From 1968 to 1974, he pursued postgraduate studies at the Institute of Metallurgy and Ore Beneficiation of the Academy of Sciences of the Kazakh SSR. After completing his studies, he returned to the combine, working as a gas worker and later as a production foreman in the blast furnace shop.
In 1978, he was nominated for party work. Until 1985, Kabidolla Zulkashevich served as Deputy Secretary of the Party Organization of the Karaganda Metallurgical Combine, Secretary of the district committee of the Communist Party in Temirtau, and from 1985 to 1988 served as Chairman of the Temirtau City Executive Committee.
From 2001 to 2007, Kabidolla Sarekenov held a senior position within the Ministry for Emergency Situations of the Republic of Kazakhstan, heading the Committee for State Material Reserves. In this role, he was responsible for the formation and storage of strategic reserves, as well as coordinating activities related to resource provision in emergency situations.
The main part of his scientific and professional activity is related to metallurgy. He was engaged in studying technological processes, improving methods of raw material processing, and the production of metallurgical products. Kabidolla Sarekenov made a significant contribution to the development of engineering science in Kazakhstan, the training of specialists, and the implementation of scientific developments in industry.
He has been awarded state honors, including the Orders of Kurmet, Badge of Honor, and Parasat, as well as medals such as Veteran of Labour, Astana, and others. Currently, he is a Professor at the Department of Metallurgy and Materials Science of the Karaganda Industrial University.

Nargozi Tursynbayuly Danaev was born on September 3, 1948, in the village of Maitobe, Talas District, Zhambyl Region. He is a well-known Kazakhstani scientist, Doctor of Physical and Mathematical Sciences, Professor, Academician of the Academy of Engineers of the Republic of Kazakhstan and the International Academy of Engineers, and laureate of the State Prize of Kazakhstan.
At the beginning of his career, from 1972 to 1974, he undertook a scientific internship at the Computing Center of the Siberian Branch of the Academy of Sciences of the USSR. In 1976, he graduated from the plant-based VTUZ at the Karaganda Metallurgical Combine with a degree in Metallurgy of Non-Ferrous Metals, after which he continued postgraduate studies and worked as a senior engineer.
From 1982 to 1995, he taught at Kazakh State University, where he worked as a senior lecturer and associate professor.
From 1995 to 1997, Nargozi Danaev headed the Institute of Mathematics and Mechanics at Kazakh State University, and from 1997 to 2000 served as its dean. Since 2000, he again led this institute.
His scientific activity is devoted to computational mathematics, as well as fluid, gas, and plasma mechanics. He defended his doctoral dissertation on the topic “Effective Methods for Solving Hydrodynamic Equations in Complex Domains.” He made a significant contribution to the development of mathematical science and the training of scientific personnel in Kazakhstan.

He is a Kazakhstani metallurgist and a major industrial leader who played a significant role in the development of the Karaganda Metallurgical Combine during one of the most challenging periods in its history.
In 1973, he graduated from the plant-based VTUZ at the Karaganda Metallurgical Combine with a degree in Metal Forming. He began his professional career in working positions at the combine, gradually advancing to managerial roles. For a long time, he headed rolling production and made a significant contribution to the development of metallurgical processes and the improvement of enterprise efficiency.
From 1995 to 1998, he served as General Director of the Karaganda Metallurgical Combine. During this period, the enterprise underwent a complex transformation associated with the transition to management by a foreign investor. Oleg Ivantsov continued to lead the combine, ensuring production stability and effective interaction with the workforce.
He is the author of inventions in the field of metallurgy and holds numerous patents.

He devoted his professional career to work in the field of subsoil use and the management of mining projects, holding a number of responsible positions. He worked as Director of the Department of Direct Investments in Subsoil Use at the Ministry of Energy of the Republic of Kazakhstan, where he participated in the implementation of state programs and the attraction of investments into the industry.
Since May 2009, he held the position of Deputy Chairman of the Management Board for Production Activities at JSC “National Mining Company Tau-Ken Samruk,” where he was among the founders of the company and participated in shaping its production strategy. He began his career in 1975 as an apprentice pattern maker after finishing school, combining work with studies at an evening school.
Later, he worked in foundry production and in the continuous casting section, participating in the development and commissioning of a then-modern horizontal continuous casting machine.
In 1992, he graduated from the plant-based VTUZ at the Karaganda Metallurgical Combine with a degree in Ferrous Metallurgy. At the combine, he progressed from a worker to Deputy Head of the shop for technology. Since 2000, he headed the shop for repair of metallurgical equipment, later holding positions as Chief Mechanic and Head of the Operational Repair Department.
He actively participated in the social life of the enterprise and made a significant contribution to the development of production and the training of personnel.

Alexey Borisovich Lomakin was born on November 19, 1979, in the city of Temirtau.

He has multidisciplinary education in the fields of sports, public administration, management, and construction. He graduated in 2002 from Karaganda State University named after E. A. Buketov with a degree in “Sports Coaching.” In 2004, he obtained a qualification as a manager in “State and Local Administration.” In 2014, he completed an international master’s program “Top Manager of Management” at KEU RUDN. In 2018, he earned a bachelor’s degree in “Construction” from Karaganda State Industrial University.

He began his professional career in sports. From 1996 to 2006, he worked as a judo coach-instructor at a children and youth sports school in Temirtau. From 2006 to 2014, he served as head of a sports complex unit at ArcelorMittal Temirtau.

Since 2008, he has been actively involved in public and youth activities. He headed the public association “Temirtau Youth Club,” served as executive secretary of the “Zhas Otan” youth wing in Temirtau, and was chairman of the city federation of judo, sambo, and Kazakh wrestling. With his participation, projects aimed at developing youth policy, volunteer movements, sports, and the cultural life of the city were implemented.

Since 2003, he has been repeatedly elected as a deputy of the Temirtau City Maslikhat. He served in the III, IV, V, VI, VII, and VIII convocations. Since September 2017 to the present, he has been serving as Chairman of the Temirtau City Maslikhat.

For many years, he has been actively involved in the socio-political life of the country. He is a member of the AMANAT party, has participated in election headquarters at city and regional levels, and has led a number of public and political initiatives.

He places great emphasis on the development of sports. Over the years, he has held senior positions in regional football and hockey clubs, including serving as president of FC Shakhter and a member of the supervisory board of HC Saryarka, and since 2025 he has been the chairman of the club’s board of directors.

Alexey Lomakin is an International Master of Sports in sambo and a silver medalist of the 1999 World Sambo Championship. He is the head of the international judo tournament “Lights of Magnitka,” held in Temirtau since 2009.

For his contributions to youth policy, sports, and public activity, he has been awarded letters of appreciation from the President of the Republic of Kazakhstan, jubilee medals marking the 20th and 30th anniversaries of the Independence of the Republic of Kazakhstan, as well as a number of state and public awards.

He has an education in engineering, law, and economics. In 1996, he graduated from the Temirtau Polytechnic College with a degree in “Mechanical Technician.” From 1996 to 1999, he studied at the Karaganda Metallurgical Institute, specializing in “Mechanical Engineering.” In 2003, he obtained a legal education from Karaganda State University named after E. A. Buketov, and in 2019 he graduated from Karaganda Industrial University with a degree in “Economics,” earning a Bachelor’s degree in Economics and Business.

He began his professional career in the metallurgical industry in Temirtau. He worked at the “Karmet” and “Ispat-Karmet” enterprises, where he gained practical experience in the industrial sector. Later, he held senior positions in commercial and public organizations related to entrepreneurship development, legal business support, and assistance to small and medium-sized enterprises.

Since the 2000s, he has been actively engaged in public and entrepreneurial activities. He has headed branches and business associations, served as director of the Karaganda Region branch of the Chamber of Entrepreneurs in Temirtau, and led organizations providing business support, project assistance, and consulting services for entrepreneurs.

He is currently the Director of LLP “WORLD CONSULTING GROUP,” President of the Public Association “Association for the Promotion of Private Entrepreneurship Development in the Republic of Kazakhstan,” and an Independent Director and member of the Board of Directors of Karaganda Industrial University.

Vladimir Bykov actively participates in the socio-political life of the region. He was a deputy of the VI convocation of the Temirtau City Maslikhat, head of the Party Control Committee of the Temirtau city branch of the AMANAT party, and head of the special monitoring group for the city of Temirtau under the Anti-Corruption Agency of the Republic of Kazakhstan for the Karaganda Region. He is a professional mediator, head of the Small and Medium Business and Trade Committee of the Karaganda Region under the Chamber of Entrepreneurs, and a gender ambassador of the “Zhiger” movement of the Kazakhstan Parliamentary Development Fund.

For his contributions to public service, entrepreneurship, and local governance, he has been awarded letters of appreciation from the President of the Republic of Kazakhstan Kassym-Jomart Tokayev and the First President of the Republic of Kazakhstan Nursultan Nazarbayev, as well as certificates of honor from state and party organizations.

Shakir Zheksembayevich Nurlybayev was born on October 23, 1954, in the city of Ushtobe, Taldykorgan Region. After graduating from school, he connected his life with the industrial city of Temirtau. He received his higher education at the Temirtau Factory-VTUZ, graduating in 1976 with a degree in Economics.

Shakir Zheksembayevich began his career as an assistant steelmaker in the open-hearth shop of the Kazakh Metallurgical Plant. After graduating from the institute, he worked for some time in the internal affairs bodies.

Since 1981, his professional career has been closely connected with the KarMet Combine. He started as a foreman of the warehouse operations section in the production preparation shop and later headed this section. He worked at the enterprise until 1990, proving himself to be a competent organizer and responsible manager.

In the following years, Shakir Zheksembayevich Nurlybayev held several key positions in the municipal and construction sectors of Temirtau. In 1996, he was appointed head of the social and cultural services department section, and in February 1997, he became director of the state enterprise “Kommuntrans.” In 1999, he headed the municipal enterprise “Gordorservice.”

In 2003, he was appointed Acting Head of the Infrastructure and Construction Department of Temirtau. Later, the structure was reorganized into the Housing and коммунal Services and Passenger Transport Department. In 2006, Shakir Zheksembayevich became head of the city Construction Department.

In December 2009, he was appointed Director of the Karaganda Regional Energy Company (KREC), and since December 2010, he has been heading LLP “Gordorservice-T.”

Over the years of his professional activity, Shakir Zheksembayevich has made a significant contribution to the improvement and landscaping of Temirtau. Under his leadership, the Metallurgists Monument was constructed, and large-scale landscaping projects were carried out throughout the city. Green areas were planted in front of Karaganda State University, along Metallurgists Avenue, and on other streets.

Shakir Zheksembayevich has always paid great attention to charity and social support for the population. For many years, under his leadership, assistance has been provided to large families in Temirtau, as well as in the settlements of Aktau and Samarkand, helping prepare children for the school year. He also actively supports athletes with disabilities, the House of Mercy, and other social institutions.

For his many years of conscientious work, contribution to the development of the city, and active public service, he has repeatedly been awarded letters of appreciation and honorary certificates from the regional akim, the Temirtau city administration, as well as public and religious organizations. In 2024, Shakir Zheksembayevich Nurlybayev was awarded the title of “Honorary Citizen of the City of Temirtau.”

Avilkin Anton Sergeevich was born on August 29, 1992, in the city of Temirtau.

He received his higher education at Karaganda State Industrial University, graduating in 2020 with a degree in “Transport, Transport Engineering and Technologies” and obtaining a Bachelor’s degree in Engineering and Technology. After completing his undergraduate studies, he continued his education at the same university and earned a Master’s degree in “Engineering of Technical Equipment.”

Anton Sergeevich began his professional career in 2010 at LLP “CenterPromStroy” as a truck driver. Thanks to his responsible attitude toward work, professional knowledge, and desire for development, within a few months he was promoted to the position of loader operator.

Later, he consistently advanced through all stages of professional growth — from Acting Mechanic to Chief Mechanic of the enterprise. Over the years, he held positions as mechanic and Acting Chief Mechanic, and in 2017 he was appointed Chief Mechanic of LLP “CenterPromStroy.”

During his years of work, he proved himself to be a competent specialist capable of effectively organizing the work of technical services, promptly solving production tasks, and ensuring the uninterrupted operation of vehicles and specialized equipment.

Since 2018, he has continued his professional career at LLP “AutoTechCenter-Asia,” where he was hired as a mechanic. Within a short period, he was promoted to Chief Mechanic of the enterprise, and in 2021 he was appointed Executive Director.

In managerial positions, Anton Sergeevich is engaged in organizing production processes, monitoring the technical condition of vehicles and equipment, coordinating personnel activities, as well as addressing issues related to modernization and improving the efficiency of the enterprise.

Over the years of his professional activity, Avilkin Anton Sergeevich has earned a reputation as a reliable manager and experienced specialist in the field of transport engineering and industrial management.

Yevgeny Petrovich Khitsko is a graduate of the Karaganda Metallurgical Institute (now Karaganda Industrial University), where he studied from 1985 to 1991, majoring in Metallurgical Machinery and Equipment and earning a qualification as a Mechanical Engineer. He currently serves as Director for Production System Development at Qarmet JSC.
His entire professional career, spanning more than 30 years, has been closely associated with the metallurgical plant that is now Qarmet JSC. Having started his career in 1991 in the plate rolling production division, he progressed through all levels of production management, from Shop Mechanic to Deputy General Director for Production. Throughout his career, he managed rolling mill divisions, supervised the implementation of continuous improvement systems and modern manufacturing practices, and from 2023 to 2026 was responsible for the company’s entire production chain, from raw material extraction to finished product manufacturing.
Under his leadership, production teams achieved increased output, improved product quality and equipment reliability, enhanced logistics, and strengthened cooperation among various departments. The initiatives implemented under his guidance contributed to the achievement of outstanding production results and the establishment of new productivity records at several operational units of the enterprise.
In addition to his professional education, Yevgeny Petrovich completed a number of international management programs, including those offered by Ernst & Young, George Washington University, Advanced Management Training Academy, and AMU Campus Luxembourg. He also participated in professional exchange programs at industrial enterprises in Russia, Ukraine, Canada, Spain, France, and other countries.
Sport has always been an integral part of Yevgeny Petrovich’s life. During his university years, he was a member of the Kazakhstan national rowing team and became a national champion on several occasions. Today, he continues to lead an active lifestyle, participating in veterans’ volleyball tournaments and remaining committed to sports and physical activity.
