Educational grants to pay for higher education with the award of a bachelor's degree from the republican budget are awarded on a competitive basis for specific groups of educational programs in accordance with the scores of Unified National Testing certificates according to the order of groups of educational programs declared by applicants, with the issuance of a certificate of award of an educational grant. The competition for the award of an educational grant for higher education takes into account scores on the history of Kazakhstan, mathematical literacy, reading literacy (the language of instruction), and two core subjects. The competition for the award of a higher education educational grant for applicants to groups of higher education educational programs requiring creative training takes into account scores on the history of Kazakhstan, reading literacy (the language of instruction) and the results of two creative exams. In the competition for the award of an educational grant of higher education for applicants to groups of educational programs in related groups of educational programs of higher education that provide for shorter study periods, scores in general professional discipline and special discipline are taken into account, with the exception of applicants to groups of educational programs that require creative training. In the competition for the award of an educational grant of higher education for applicants to groups of educational programs in related groups of educational programs of higher education that provide shorter study periods and require creative training, scores in a special discipline and the result of a creative exam are taken into account. The list of groups of educational programs in related fields of study, providing for shorter periods of study, is approved by the authorized body in the field of education.

Persons with secondary, technical and vocational or post-secondary education are allowed to participate in the competition for the award of an educational grant of higher education at the expense of the republican budget or the local budget, with the exception of applicants in related areas of higher education training, providing for shorter study periods, who have passed the UNT and scored according to its results.: • for admission to national vocational schools – at least 65 points, in the field of education "Pedagogical sciences" – at least 75 points, in the fields of "Agriculture and bioresources", "Veterinary medicine" − at least 60 points; • for admission to other vocational schools – at least 50 points, in the field of "Pedagogical Sciences" – at least 70 points, in the field of "Healthcare" – at least 70 points. At the same time, it is necessary to score at least 5 points for each subject of the UNT and (or) the creative exam. To participate in the competition for the award of an educational grant of higher education at the expense of the republican or local budget for training in related areas of higher education training, providing for shorter periods of study, persons with technical and vocational, post-secondary education, who have passed the UNT and scored at least 25 points, including at least 5 points for each UNT discipline and/or creative exam. Applicants to educational programs that require creative training participate in the competition for the award of an educational grant for higher education in one group of educational programs and indicate in the application form where they took the creative exam. Applicants to educational programs in the field of education "Pedagogical Sciences", "Health and social security (Medicine)" and those who have received admission on a special exam have the right to participate in the competition for the award of an educational grant with the right to choose an educational program and four groups of educational programs of higher education, regardless of the place of the special exam. When conducting a competition for educational grants, as well as enrolling students under the state educational order for the training of personnel with higher education, in case of equality of points, the following persons have the pre-emptive right in the subsequent order.: 1) persons awarded with the badge "Altyn Belgi"; 2) persons awarded the badge of distinction for their patriotism and active citizenship; 3) persons who have educational documents from educational organizations that implement educational programs for technical and vocational, post-secondary education, who have confirmed their qualifications and have at least one year of professional experience; 4) winners of international Olympiads and competitions of scientific projects (scientific competitions) in general education subjects (awarded with diplomas of the first, second and third degrees), international and national competitions of performers and sports competitions (awarded with diplomas of the first, second and third degrees) of the last three years, the list of which is determined by the authorized body in the field of education, as well as winners of the presidential and republican Olympiads and competitions of scientific projects in general education subjects (awarded with diplomas of the first, second and third degree) of the current academic year, provided that their chosen specialty corresponds to the subject of the Olympiad, competition or sports competition.; 5) orphans and children left without parental care, as well as citizens of the Republic of Kazakhstan from among the youth who lost or remained without parental care until adulthood, persons with disabilities of the first and second groups, persons equated with benefits and guarantees to participants and invalids of the Great Patriotic War, disabled since childhood, disabled children, who, according to a medical opinion, are not contraindicated to study in relevant educational institutions, and persons who have educational documents (certificates, certificates, diplomas) with honors. At the same time, in the case of identical scores, educational grants of higher education are awarded to persons with high average scores of a certificate, certificate or diploma. In the case of identical scores, as well as the same average scores of a certificate, certificate or diploma, the points scored in the relevant subject are taken into account. In the absence of a pre-emptive right to award an educational grant of higher education, in the case of identical indicators, points are awarded to persons with high average scores of a certificate, certificate or diploma. In the case of identical scores and in the absence of a pre-emptive right, as well as the same average scores of a certificate, certificate or diploma, the points scored in the relevant subjects are taken into account. The competition is for people of Kazakh nationality who are not citizens of the Republic of Kazakhstan, people with disabilities of the first and second groups, people with disabilities from childhood, children with disabilities, orphans and children left without parental care, as well as citizens of the Republic of Kazakhstan from among young people who have lost or remained without parental care until adulthood, persons with equal benefits and guarantees for participants and invalids of the Great Patriotic War, are carried out according to approved quotas from the total volume of the approved state educational order among the specified categories. The specified admission quotas for persons participating in the competition for an educational grant apply to all declared groups of educational programs. If there are also groups of educational programs with a creative exam in the areas of study for which a quota has been allocated, then when awarding educational grants, the UNT participant's test result is compared as a percentage of the maximum possible score, rounded to one decimal place. In the case of identical scores, educational grants are awarded to persons with high average scores of a certificate, certificate or diploma. In the case of identical average scores of a certificate, certificate or diploma, the points scored in a specialized subject or a creative exam are taken into account. The competition for groups of educational programs for which a quota has been set for rural youth citizens is conducted as follows: 70 percent of grants from the total number of these groups of educational programs are awarded in a general competition, and for the remaining 30 percent of grants, a competition is held only for rural youth citizens. The list of groups of educational programs that determine the socio-economic development of the village, for which a quota of admission to the OVPO of the Republic of Kazakhstan is provided, is approved by the authorized body in the field of education. Based on the decision of the republican commission, an order of the authorized body in the field of education is issued and certificates of awarding an educational grant of higher education are issued to applicants. The lists of holders of educational grants of higher education are published in the mass media. Certificates of awarding an educational grant of higher education, together with the documents submitted by applicants, are issued by the admissions committees no later than August 20. In case of refusal of the holder of an educational grant of higher education before enrollment, the certificate of awarding the educational grant of higher education and the applicant's application are submitted to the authorized body in the field of education by August 29 and are canceled within three calendar days.

Karaganda Industrial University annually allocates educational grants for training specialists in technical fields. To apply for a grant, applicants must score more than 50 points on the UNT, with at least 5 points in each subject, and choose any educational program in engineering, IT, or pharmaceutical production technology at Karaganda Industrial University.

The goal of the program is to train and employ youth from the southern region of the country (Almaty, South Kazakhstan, Zhambyl, Kyzylorda, Mangystau regions) with a surplus of labor resources in the east, north and west of Kazakhstan – in regions experiencing a deficit. Admission of applicants is carried out on the basis of the UNT certificate. UNT: 5 subjects (3 compulsory + 2 profile). • Mathematical literacy – 10 tasks, threshold score – 3; • Reading literacy – 10 tasks, threshold score – 3; • History of Kazakhstan – 20 tasks, threshold score – 5; • 1st profile subject – 40 tasks, 50 points, threshold score – 5; • 2nd profile subject – 40 tasks, 50 points, threshold score – 5.

Graduates of the current year from Mangystau or Atyrau regions can participate in the competition for this type of grant.

Every year, the Qazaqstan Halqyna Public Foundation allocates grants for education to certain categories of applicants within the framework of the charitable program "Educational Grants of the Qazaqstan Halqyna Public Foundation".

The age limit for participation in the Program is 29 years inclusive. Documents for participation in the educational grant competition are accepted through the admissions committees of higher education institutions from August 10 to August 17. The list of candidates for the educational grant is formed by the higher education institution from among applicants who have passed the UNT in the current calendar year and scored the necessary passing score for admission (including creative examinations). The list of applicants awarded grants is approved by the Board of the Foundation. At the same time, the Foundation only considers the applicant's compliance with the Program criteria. Grant holders are paid for education up to 1 million tenge per academic year and receive a monthly stipend of 40,000 tenge throughout the entire period of study. The stipend is paid for 10 months (annually), excluding the summer holiday period. The educational grant is personal and non-transferable, is awarded once, and obtaining an educational grant for a second higher education is not permitted. The educational grant is terminated in cases of expulsion at one's own request or due to academic failure, as well as when a student is left to repeat the year of study and when cases of providing false information and/or false documents confirming the educational grant holder's belonging to the Program participants are revealed.
