General Information

Admission of foreign citizens for fee-based education is carried out throughout the calendar year based on the results of an interview conducted by the admission committees of higher and postgraduate education institutions. Enrollment of foreign citizens is carried out in accordance with the academic calendar five (5) days before the start of the next academic period. Document submission periods: July 20 – August 25, November 20 – December 25 Interview period: August 20–25, December 20–25 Enrollment dates: August 25–31, December 26 – January 20

How to Apply to KIU

Contact the University: Send an email to any of the email addresses listed in the “Contacts” section, or complete the online form using the link below: Online Form Your inquiry should include the following information: • full name; • preferred language of instruction (Kazakh / Russian); • level of study (Bachelor’s / Master’s / Doctoral); • selected field of study. Please attach the following documents to your email: • educational document(s) (certificate / diploma with transcript); • photograph; • scanned copy of the passport.

After receiving the inquiry, representatives of the University contact the applicant to clarify and coordinate all organizational and academic matters.

Pass the interview: • online — if you are outside the city of Temirtau; • in person — if you are located in the city of Temirtau.

If a visa is required to enter the Republic of Kazakhstan, the University prepares an official invitation letter and provides visa and migration support.

After arrival in the Republic of Kazakhstan the University provides assistance with: • migration registration and registration in state information systems; • accommodation in a dormitory (if required).

Grants for International Students

The Ministry of Science and Higher Education of the Republic of Kazakhstan invites foreign citizens, including persons of Kazakh nationality who are not citizens of the Republic of Kazakhstan, to study at higher education institutions of the country under Bachelor’s, Master’s, and Doctoral (PhD) programs. Within the scholarship program, state grants for 2025 are allocated as follows: 490 for Bachelor’s degree programs, 50 for Master’s degree programs, and 10 for Doctoral (PhD) programs. The scholarship includes tuition-free education and a monthly stipend. The document submission period is from March 30 to May 31, 2024. The operator of the scholarship program is the National Center for Higher Education Development of the Ministry of Science and Higher Education of the Republic of Kazakhstan.

Awareness Work on Prevention of Violations of the Legislation of the Republic of Kazakhstan

Awareness-raising activities aimed at preventing violations of the laws of the Republic of Kazakhstan. On November 21, 2025, a meeting was held at KarIU with international students as part of awareness and preventive activities aimed at preventing violations of the Laws of the Republic of Kazakhstan “On Migration” and “On Administrative Offenses” in accordance with Articles 518 (Part 1), 517, and 519 of the Administrative Code of the Republic of Kazakhstan. The main purpose of the event was to improve students’ legal awareness, inform them about their obligations and the rules of stay in the country, as well as to prevent possible violations of migration legislation. In particular, attention was paid to respecting the legislation of the Republic of Kazakhstan, strict compliance with migration laws, and respect for local traditions and the national mentality. The awareness and preventive work with international students was conducted by the Head of the Student Services Department Busheva N.A., the Head of the Psychological Service Yaruta A.V., and specialist Kadyrbek L.A..

A meeting was held as part of awareness-raising activities aimed at preventing violations of the legislation of the Republic of Kazakhstan

On October 18, 2024, a meeting with international students was conducted to explain migration legislation and carry out preventive work in order to prevent any violations of the law and migration regulations by international students during their stay in Kazakhstan. In particular, attention was paid to respecting the legislation of the Republic of Kazakhstan, strict compliance with migration laws, and respect for local traditions and the national mentality. The awareness and preventive activities were conducted by the Head of the Student Services Department Busheva N.A., Inspector of the Migration Service Department of the Temirtau City Police Department Kabdymananov A.A., and specialist Utegul A.S.

Entry Rules for Foreign Citizens

Rules for Entry of Foreign Citizens into the Republic of Kazakhstan

Notification of a foreign citizen’s stay must be submitted within three working days. The countdown starts from the date of arrival in the Republic of Kazakhstan, change of place of residence within the territory of Kazakhstan, or departure on a business trip or personal travel within Kazakhstan.

For example:

  • if arrival in Kazakhstan is on Sunday, the deadline for submitting the notification is Wednesday, i.e., the 3rd working day;
  • if arrival in Kazakhstan is on Monday, the deadline for submitting the notification is Wednesday.

The notification is submitted by the receiving party (inviting person) to the migration service via the Visa and Migration Portal vmp.gov.kz or the system eQonaq.kz. The migration service must also be notified in the following cases:

  • change of address within the city,
  • travel to another city in Kazakhstan.

Late submission of the notification entails administrative liability of the receiving party in accordance with Article 518 of the Administrative Code of the Republic of Kazakhstan.

Temporary Residence Permit (TRP):

  • A TRP is required for staying in Kazakhstan for more than 90 days (for EAEU citizens) or more than 30 days (for citizens of other countries) within a 180-day period.
  • To obtain a TRP, fingerprinting (submission of fingerprints) is required.
  • At the police departments at the place of residence, foreign citizens must undergo photo registration (having a fingerprinting certificate), then register at the Eastern Police Department or the Old City Police Department, where a stamped certificate will be issued. The stamped certificate must be submitted to the Student Services Office, Main Building, Room 229.

A mandatory procedure for foreigners when applying for a TRP, residence permit, and some other documents.

The notification can be submitted in several ways:

  • online via the Visa and Migration Portal vmp.gov.kz
  • in paper form directly to the migration service
  • electronically via the information system eQonaq.kz

Important: late submission of the notification results in a fine for the receiving party in the amount of 10 to 20 MCI*. Repeated violation within one year results in a one-year ban on issuing visa invitations**.

The Monthly Calculation Index (MCI) for 2025 is 3,932 tenge

A Temporary Residence Permit is issued to citizens of CIS countries. The TRP is issued for up to one year for the purpose of study.

The permit may be issued by the receiving party (individual or legal entity) or by the foreign citizen personally at the Public Service Center, provided there is a notification of arrival and an IIN*. Children under 16 years of age do not require a TRP. Accompanying spouses and children over 16 years old must obtain a TRP.

Important: when leaving Kazakhstan, the TRP remains valid until the end of its issued period. Upon re-entry into the country, there is no need to apply for a new TRP.

*An IIN is required for a foreign citizen to open a bank account, receive salary in Kazakhstan, obtain an electronic digital signature, access government services, and pay state fees and other charges.
