The reading hall collection is located on 2 tiers in systematic order, which ensures the completeness of disclosing the collections and their accessibility for readers. The entire book collection of the library is concentrated in the main building, which is convenient for readers, faculty, and students. The core of the book collection consists of textbooks on the subjects of the university's main specialties. The collection of basic educational literature for each training profile is constantly updated and replenished, taking into account the degree of obsolescence.

The basis of the reference and bibliographic apparatus book collection is formed by the "Kazakhstan National Encyclopedia," the "Great Russian Encyclopedia," industry encyclopedias, dictionaries, reference books, and statistical yearbooks in Russian and the state language.

To provide users with timely information on any field, the library publishes an information bulletin.

The Scientific Library of NAO KIU has alphabetical, systematic, alphabetical-service, and electronic catalogs. The KABIS electronic catalog is a library catalog in machine-readable form, operating in real time and made available to library readers. The electronic catalog combines the functions of alphabetical, systematic, subject, and other types of catalogs and is used to implement multi-faceted literature searches.

Thanks to the creation of the "Center for Information Technologies and Telecommunications" at the university, the library gained access to international information resources such as Scopus, Web of Science (Thomson Reuters), which expands the range of electronic resource usage.

The library works closely with leading libraries of our Republic. These are the scientific libraries of KarTU, KarU, and RIEL. Faculty and students have the opportunity to receive all types of library services free of charge.

1. Reader's Rights

The reader has the right to:

  • use the main types of library-bibliographic and information services provided by the SL;
  • receive complete information about the composition of the SL collections and advisory assistance in searching for and selecting information sources;
  • receive documents for temporary home use or for use in the reading hall;
  • participate in events organized by the SL;
  • contact the SL administration with various inquiries and suggestions.
2. Reader's Obligations

Comply with these Rules for Using the SL:

  • take care of documents received from the SL collection, return them within the established deadline;
  • when receiving documents, review each publication and report any defects to the SL staff; the reader who last used the documents is responsible for their damage;
  • undergo annual re-registration at the beginning of the academic year by presenting all documents registered under their name; readers who have not undergone re-registration will not be served;
  • upon leaving the university, return all documents registered under their name to the SL, hand in the Reader's Card and sign the clearance sheet;
  • the reader must not damage library publications (make marks, underline, tear out pages, etc.);
  • in case of loss or damage of documents, replace them with documents recognized by the SL as equivalent in content and price;
  • reimburse the cost of a lost publication if equivalent replacement is not possible;
  • cards must not be removed from catalogs and card indexes;
  • take care of SL property (computer equipment, furniture, etc.);
  • maintain silence and order when visiting the SL and maintain correct relations with other readers and staff.
3. The Reader is Not Permitted
  • remove documents from the SL premises if they are not recorded in the reader's form;
  • perform various types of work on PCs installed in the SL without permission;
  • enter the SL premises in outerwear.
4. Rights and Obligations of the SL

The SL ensures the realization of readers' rights in its activities. The SL is obliged to:

  • form its collections in accordance with the university's profile;
  • provide readers with access to all SL collections on paper, electronic, audio, video, and other media;
  • provide readers with complete information about the composition of library collections through the catalog system and other forms of library information;
  • provide advisory assistance to readers in searching for and selecting information sources, improving their information culture;
  • carry out accounting, storage, and use of documents in the SL collections;
  • be responsible for the preservation of its collections;
  • conduct humanitarian and educational work that promotes the formation of a high level of spirituality and morality, broad scientific outlook, creative thinking, and the ability for further self-education among readers;
  • create and maintain comfortable conditions for readers to work in the library.
5. Reader Registration Procedure

When registering at the SL, the reader directly familiarizes themselves with these Rules in the established procedure:

  • annually at the beginning of the academic year, the SL conducts re-registration of readers, and a reader's form is created for new readers;
  • the reader's form is valid only with a 3x4 photograph of the reader;
  • students, master's students, and postgraduate students are registered at the SL based on enrollment orders;
  • faculty and staff present a certificate from the university's HR Department for registration at the SL;
  • outside readers are not served at the SL.
6. Rules for Using the Lending Department

At the lending department, publications are issued for home use for the following periods:

  • educational publications – for students and master's students – for a semester or academic year in accordance with curricula and programs; for faculty and postgraduate students – for the academic year (no more than 15 copies);
  • at the end of the academic year, readers return all available literature to the library; faculty may take educational literature for work during the summer period, but no more than 5 copies;
  • educational publications available in insufficient copies are issued on a "short-term lending" basis (from 10 to 30 days);
  • scientific publications are issued for 20 days, up to 5 copies – to all categories of readers;
  • no more than 2 volumes of multi-volume publications are issued simultaneously;
  • the period of use of scientific and fiction publications may be extended if there is no demand from other readers (or shortened if the publication is in high demand);
  • when receiving publications, the reader must: put the date and sign for each copy on the book forms;
  • correspondence students are provided with publications at the lending department only during the session period;
  • when leaving the university, they sign a clearance sheet at the lending department and in the reading hall;
  • university faculty and staff are obliged at the end of the academic year, i.e., before July 1, to return or extend the period of use (but no more than 5 copies) of all library publications, receive a control sheet confirming no outstanding debts, and submit it to the accounting department before going on regular annual leave;
  • after submitting the control sheet, faculty and staff may take the necessary literature for the summer vacation period.
7. Rules for Using the Library Reading Hall
  • the number of publications issued simultaneously in the reading hall must not exceed 7 copies;
  • books are not issued for home use from the reading hall;
  • documents for use in SIWT (Student's Independent Work with Teacher) are issued from the reading hall under the responsibility of the teacher for one day.
8. Rules for Using the Periodicals Hall
  • upon first visit, a reader's card is created for the reader;
  • the number of publications issued simultaneously in the periodicals hall must not exceed 10 copies;
  • periodical publications (magazines and newspapers) are not issued for home use;
  • documents for photocopying are issued from the periodicals hall under the responsibility of the reader for one hour.
9. Readers' Responsibility for Violations of the SL Usage Rules
  • readers who systematically or grossly violate these Rules may be deprived of the right to use the SL for a period of 1 month or more;
  • information about gross violations of these Rules by readers is forwarded for review to the dean's offices.
