In 2026, President Kassym-Jomart Tokayev declared digitalization and artificial intelligence to be among the country’s key development priorities. At the same time, Kazakhstan began building its own computing infrastructure, introducing new regulations for AI and training specialists for the digital economy.
By 2019, Kazakhstan’s electronic government system was already widely used by citizens. Approximately 80% of public services—580 out of 723—had been transferred online. The number of eGov.kz users reached 10 million, while more than 54 million services were delivered through electronic channels during the year.
In 2019, eGov Mobile had approximately 272,000 monthly active users. By 2026, its monthly audience had increased nearly 28-fold to 7.5 million users.
In 2018, Kazakhstan ranked 39th in the United Nations E-Government Development Index. By 2026, the country had risen to 24th place among 193 countries.
Kazakhstan is also developing eGov 3.0, which is intended to make public services more proactive and expand the use of artificial intelligence. In particular, eGov GPT already covered 51 public services, accounting for approximately 30% of citizens’ requests. The authorities planned to increase this figure to 70% by the end of 2026.
AI-powered assistants are also being developed for civil servants. According to the Government, they had been used more than 2 million times by September 2026, while over 50 AI agents were under development.
Digital infrastructure alone cannot solve the shortage of qualified specialists. Therefore, workforce development has become another important priority.
In April 2026, the 22,000-square-metre Alem.ai International Artificial Intelligence Centre opened in Astana. More than 1,000 children are already studying at the centre. Civil servants and company executives are also receiving training in artificial intelligence.
Around 200,000 teachers received access to the educational version of ChatGPT. The next stage will involve training specialists specifically for the artificial intelligence industry. The establishment of a specialized university was also announced in 2026.
