Kazakhstan begins forming a national data market

Astana presented the first data exchange and turnover platforms for digital data products, registered in accordance with the requirements of the Digital Code of the Republic of Kazakhstan, reports Elordainfo.kz citing the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan.

The presentation took place as part of the Data Economy Conference. The registration of the first platforms marked a stage in the practical implementation of the Digital Code's provisions and the formation of a regulated data market.

The Digital Code established the concepts of "data economy," "digital data product," and "platform for exchange and turnover of digital data products."

To develop these provisions further, the Agency for Strategic Planning and Reforms approved regulatory legal acts defining the procedure for forming and evaluating digital data products, the operation of exchange platforms, and the maintenance of the state register.

The central element of the emerging market became the national platform Astana Data Exchange. It is designed for placing, searching, exchanging, and commercializing digital data products. The state register also includes the MedEx and Kompra platforms.

"Today Kazakhstan is taking an important step in developing the data economy. The Digital Code has formed the legal basis for launching the national data market, and the first registered platforms demonstrate the transition from regulatory provisions to their practical implementation. This opens new opportunities for the state, business, science, and the development of artificial intelligence technologies," noted Maksat Turlubayev, head of the National Statistics Bureau of the ASPR RK.

The registration of platforms creates legal conditions for the safe and transparent exchange of digital products among government agencies, businesses, scientific organizations, and other market participants.

The agency emphasized that the subject of turnover is not personal data, but digital data products formed after their processing and anonymization in accordance with Kazakhstani legislation.

The development of the national data market is expected to contribute to the introduction of new digital services, the expansion of artificial intelligence applications, and the improvement of public administration efficiency.
