Kazakhstan's
accession to OpenAI for Countries provides for the beginning of the systematic
implementation of ChatGPT Edu, a specialized educational version of artificial
intelligence, into the national education system. The project aims to support
teachers, reduce administrative and methodological workload, and introduce
personalized learning approaches using modern AI tools.
It is noted that within the framework of OpenAI for Countries, artificial intelligence is considered not as a substitute for a teacher, but as an auxiliary tool that expands the professional capabilities of teachers and increases the effectiveness of the educational process.
Agreements and format of the OpenAI for Countries project implementation
The project is being implemented on the basis of agreements reached following the Memorandum of Cooperation signed on November 6, 2025 during the visit of the Head of State to the United States of America. The main agreement within the framework of OpenAI for Countries was concluded between OpenAI, Inc., Freedom Holding Corp. and a regional partner of Bilim Group.
The initiative is funded by private funds without involving the state budget or external grants, which underlines the involvement of the business community in the implementation of the OpenAI for Countries program.
ChatGPT Edu licenses under OpenAI for Countries
As part of the implementation of OpenAI for Countries in Kazakhstan, 165 thousand ChatGPT Edu licenses are provided free of charge to educational organizations in the country, including:
· 100,000 licenses — for teachers of preschool, secondary, technical and vocational education;
· 62,800 licenses — for teachers and administrative staff of higher and postgraduate education;
· 2,200 licenses — for participants of the Astana Hub ecosystem.

The position of government agencies on OpenAI for Countries
Deputy Prime Minister - Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan Jaslan Madiyev noted that Kazakhstan's accession to OpenAI for Countries corresponds to the Year of Artificial Intelligence and Digitalization and reflects a systematic approach to the introduction of AI in key areas. According to him, the program is implemented taking into account national educational standards, safety requirements and the principle of equal access.
The Minister of Science and Higher Education of the Republic of Kazakhstan, Sayasat Nurbek, stressed that participation in OpenAI for Countries is aimed at creating a competitive AI-literate academic environment and developing research potential. He noted that artificial intelligence is seen as a tool for expanding human potential, rather than automating education.
Minister
of Education of the Republic of Kazakhstan Zh. Suleimenova stated that the
implementation of solutions within the framework of OpenAI for Countries helps
to strengthen the role of teachers, create differentiated educational materials
and develop students' skills in responsible interaction with artificial
intelligence technologies.
ChatGPT Edu Functionality
ChatGPT
Edu, implemented as part of OpenAI for Countries, provides teachers with tools
for preparing educational materials, assignments and tests, adapting content to
the level of students, as well as for creating materials in Kazakh, Russian and
English. At the same time, all decisions related to the assessment of knowledge
remain in the competence of the teacher.
OpenAI for Countries Training and Security
Starting in January 2026, regular training events on the practical application of ChatGPT Edu in educational, administrative and research activities are planned together with OpenAI specialists. This will ensure unified approaches to the use of artificial intelligence and increase the level of digital and AI literacy of teachers.
For educational organizations, OpenAI for Countries provides a dedicated secure workspace that meets the requirements of the legislation of the Republic of Kazakhstan in the field of information security and personal data protection.
International experience of OpenAI for Countries
The international practice of implementing solutions implemented within the framework of OpenAI for Countries demonstrates the growth of student engagement, improving the quality of educational materials and optimizing the working hours of teachers. These approaches are planned to be taken into account during the phased introduction of technology into the educational system of Kazakhstan.
