What is allowed and what is not

In Kazakhstan, issues related to artificial intelligence are regulated by a separate law that came into force this year. It establishes the principles of transparency and responsibility, while the specific rules for using neural networks are determined by universities themselves, taking into account academic integrity.

“Amendments have been made to the rules for awarding academic degrees regarding the use of artificial intelligence in dissertation research. Artificial intelligence is permitted only for data collection and analysis , which will help doctoral students work with information more efficiently. At the same time, a dissertation must remain an independent scientific work and comply with the requirements of scientific novelty, reliability, practical significance, and academic integrity”, — the ministry reported in response to an official request from the Tengrinews.kz editorial office.

The agency added that when using artificial intelligence, all scientific results, conclusions, and recommendations must be formulated independently by the author.

Is there punishment for using AI?

Liability arises not for the mere fact of using artificial intelligence, but for violations of academic integrity — in accordance with the internal rules of universities.

Have any works been annulled due to the use of AI?

According to the Ministry of Science and Higher Education, there is no unified national statistics in Kazakhstan on works annulled due to the use of artificial intelligence. Universities make such decisions independently within the framework of internal procedures. At the same time, the mere fact of using artificial intelligence is not an automatic ground for annulling a diploma or any other academic work: the key factor remains compliance with the principles of academic integrity.
