Kazakhstan Becomes the First Central Asian Country to Introduce ChatGPT Edu in Education

The first wave of participating countries includes Estonia, Singapore, the United Arab Emirates, Jordan, Greece, and Kazakhstan.

Kazakhstan’s participation marks the beginning of the implementation of ChatGPT Edu in the national education system. Kazakhstan has become the first country in Central Asia to join the program.

The project is being implemented following a Memorandum of Cooperation signed on November 6, 2025, during the official visit of the Head of State to the United States. The main agreement was concluded between OpenAI, Inc., Freedom Holding Corp., and Bilim Group. The project is financed through private funds.

As part of the implementation, 165,000 licenses will be provided free of charge:

100,000 — for preschool, secondary, technical and vocational education teachers;
62,800 — for higher and postgraduate education faculty and administrative staff;
2,200 — for members of the Astana Hub ecosystem.

ChatGPT Edu provides tools for preparing educational materials, assignments, and tests, adapting content, and creating materials in Kazakh, Russian, and English. Assessment decisions remain under the authority of the teacher.

Starting January 2026, regular user training will be organized in cooperation with OpenAI specialists.

A secure workspace compliant with the legislation of the Republic of Kazakhstan in the field of information security and personal data protection will be provided for educational institutions.
