Minister of Education Gani Beisembayev and Minister of
Digital Development, Innovation and Aerospace Industry Zhaslan Madiyev signed a
Joint Order approving the Conceptual Framework for the Implementation of
Artificial Intelligence in the Secondary, Technical and Vocational, and
Post-Secondary Education System for 2025–2029.
The document was developed on the instruction of the
Head of State, announced in the Address to the People of Kazakhstan, and has
become an important milestone in the modernization of education. For the first
time, unified national standards for the use of artificial intelligence in
education are being established, covering ethics, legal regulation, personal
data protection, and academic integrity.
The Concept covers schools and technical and
vocational education organizations. It provides for the integration of AI
topics, the creation of digital textbooks, the development of AI literacy among
students, the advancement of project-based activities, and teacher professional
development based on the three-level model Acquire → Deepen → Create.
Special emphasis is placed on protecting children's
rights and the professional authority of teachers. Unified rules on academic
integrity and the ethics of AI use are being introduced in schools and
colleges.
"The signing of the joint order opens a new
chapter in the development of domestic education. The Concept not only defines
strategic priorities but also establishes a clear implementation mechanism, a
monitoring system, and a roadmap, ensuring systematic, responsible, and safe
use of AI in schools and colleges of Kazakhstan. It is important to understand
that artificial intelligence does not replace the teacher but strengthens their
role. All significant decisions in the educational process remain with the human,"
said Gani Beisembayev.
Kazakhstan has joined the ranks of the first countries
to approve its own national approach in this field, drawing on the
recommendations of UNESCO, the OECD, and the EU.
"The introduction of artificial intelligence in
education is part of Kazakhstan's broad digital transformation strategy. We are
creating conditions for schoolchildren and students not just to use digital
tools, but to become their creators. The Concept will enable us to raise a
generation of specialists who confidently work with the technologies of the
future while preserving national values and academic integrity," noted
Zhaslan Madiyev.
As a reminder, starting from the 2025–2026 academic year, elements of artificial intelligence have been introduced into the subjects "Digital Literacy" and "Computer Science." Online courses "Day of AI" have been developed for students, and special professional development courses have been created for teachers.
