A New AI University and Other Steps to Train Talent for Digital Kazakhstan

President Kassym-Jomart Tokayev has consistently promoted the idea that Kazakhstan must train its own world-class specialists in the field of artificial intelligence, Zakon.kz reports.

The university will operate according to the AI+X model — artificial intelligence plus industry-specific knowledge such as medicine, energy, public administration, and others. The campus will be located at EXPO and integrated with alem.ai.

The formation of a national AI+X consortium bringing together Kazakhstan’s leading universities will be implemented through a distributed expertise model. Under this model, NAIRU will act as a center of competence in artificial intelligence and will provide the development and teaching of AI disciplines, including machine learning, data analysis, computer vision, and natural language processing. Partner universities, in turn, will build the industry-specific component of the educational programs, ensuring deep subject-matter expertise in areas such as industry, energy, medicine, construction, public administration, and other applied fields.

The launch of the educational programs is scheduled for September 2026, with the simultaneous start of the bachelor’s degree program in "Artificial Intelligence & Machine Learning" and the AI+X master’s program.

This is part of a broader strategy initiated by the head of state to train qualified personnel ready to work in the age of technological innovation:

A five-year digital literacy program (around 1 million people have already completed training).

Tech Orda (more than 9,000 IT specialists).

AI Qyzmet for civil servants (more than 50,000 people trained).

The new AI Governance 500 program for executives.

The international AI Leaders 2026 program.

The alem.ai center hosts TUMO Astana for teenagers and Tomorrow School for adults. The AI Development Concept through 2029 has been adopted, the Digital Qazaqstan strategy has been developed, as well as the region’s first AI law and a Digital Code. An AI Council under the President has also been established with the participation of global experts.

Kassym-Jomart Tokayev has repeatedly emphasized that digitalization and artificial intelligence are not just a fashionable trend, but a matter of the country’s survival and sovereignty in a new technological era. Thanks to his initiative, a full cycle of talent development is being formed — from school students to researchers and managers — which will allow Kazakhstan to become one of the regional leaders in the digital age.
