Digital Qazaqstan
Previously,
the government approved a model for integrating artificial intelligence across
all key sectors — from public services to education and the economy. Digital
Qazaqstan will be a set of large national "icebreaker" projects with
individual KPIs and deadlines. It will cover 10 areas: digital public services,
education, the labor market, healthcare, the data economy, cybersecurity,
robotics, infrastructure, regulation, and the startup ecosystem.
One
of the Key Decisions
This
is, of course, the creation of the country's first AI university. It will be
part of the "Interactive Education Based on AI" project, which also
includes scaling Tomorrow-school, implementing GPT Education, and launching an
AI program for schoolchildren. By December 5, 2025, government bodies must form
a list of "icebreaker" projects, and by the end of 2025 — complete
the development of the Digital Qazaqstan Strategy.

As
noted by Zhaslan Madiyev, Deputy Prime Minister and Minister of Artificial
Intelligence and Digital Development, global investments in AI are growing
rapidly: by 2028, leading countries will allocate 4–6% of GDP annually to AI.
The main investments — up to 65% — go toward hardware and computing capacity.
The
foundation for launching the new Strategy was Kazakhstan's strong
digitalization indicators: the share of e-commerce grew from 2.6% to 14.5%,
cashless payments — from 30% to 89%, and the digital literacy level — from 83%
to 91.2%. Kazakhstan rose in the global EGDI ranking from 28th to 24th place.

Against
the backdrop of rapid technological progress, it is important for Kazakhstan
not just to follow global trends, but to consciously implement digital
solutions while understanding their ultimate goal — and that is exactly what
the new "Digital Kazakhstan" program is for.
"A
multitude of technologies have literally 'fallen upon us.' And if we want to
use them beneficially — not for the sake of using them, but to achieve specific
goals — we need to understand why and how to do this. These technologies are
merely tools. And with the help of tools, we must achieve useful results — for
the country, for every citizen," explained Oleg Emelyanov, President of
the Kazakhstan Association of Telecommunications Operators, in a conversation
with Digital Business.
