STATE OBLIGATORY STANDARD OF EDUCATION

OF THE REPUBLIC OF KAZAKHSTAN

THE HIGHER EDUCATION. BACHELOR DEGREE.

BASIC PROVISIONS

1 Scope

The present standard establishes requirements to the content of education, an educational trajectory of students, to formation of educational programs, their structure and an assessment of level of readiness of students.

The standard is harmonized with the international documents in the sphere of the higher education, recommendations of the programs “User’s Guide ECTS” (“ECTS Users’ Guide”), “Control of educational structures in the European higher education institutions” («Tuning Educational Structures in Europe»).

Provisions of the standard are obligatory for application by higher educational institutions of the Republic of Kazakhstan (further – higher education institutions), carrying out preparation of bachelors and experts with the higher vocational education, irrespective of their form of ownership, departmental subordination and an organizational and legal form.

The standard also can be used by state bodies, accreditation bodies, the commissions on licensing and certification of higher education institutions, educational and methodical sections (councils) on specialties, employers and forms a basis for an assessment of quality of preparation of bachelors and experts with the higher vocational education.

3 Terms and definitions

Present standard applied terms and definitions according to the Law of the Republic of Kazakhstan “About education” (2007), the Bologna declaration (1999) and other international documents in education, the European transfer system and accumulation of the credits

In addition to them in the present standard the following terms and definitions are established:

3.1 Higher special education: The professional training program of the higher education directed on training of specialists with assignment of qualification on concrete specialty with standard term of training not less than 4 years.

3.2 Bachelor degree: The professional training program of the higher education directed on training of specialists with award to the academic degree “bachelor” on the corresponding specialty with standard term of training not less than 4 years.

3.3 Descriptors: The description of level and volume of knowledge, abilities, skills and the competences acquired by students upon completion of an educational program of each level (step) of the higher and postgraduate education. Descriptors are based on results of the training, the created competences, and also total of the credits (test units) ECTS.

3.4 Diploma work (project): Final work with elements of the scientific researches, representing generalization of results of independent studying by the student of an actual problem of concrete specialty of the relevant branch.

3.5 Individual curriculum: The curriculum of the student formed by it for each academic year independently by means of an edvayzer on the basis of the standard curriculum and the catalog of elective disciplines.

3.6 Catalogue of Elective Disciplines (CED): The systematized annotated list of all disciplines of a component for choice, containing their short description with the indication of the purpose of studying, the summary (the main sections) and expected results of studying (knowledge acquired by students, abilities, skills and competences). In the Catalogue of elective disciplines reflect requisites and post-requisites of each subject matter. The catalog of elective disciplines has to provide to students possibility of an alternative choice of elective subject matters.

3.7 Component for choice: The list of subject matters and the corresponding minimum volumes of the credits or the class periods offered by higher educational institutions, chosen by students in any academic period taking into account them requisites and post-requisites.

3.8 Competences: Ability of students to application of the knowledge acquired in the course of training, skills in professional activity.

3.9 Obligatory component: The list of subject matters and the corresponding minimum volumes of the credits established by the standard curriculum and studied by students without fail on the program of training.

3.10 Working Curriculum (WC): The educational document developed by the organization of education it is independent on the basis of the standard curriculum of specialty and individual curricula of students. In WC the list of all subject matters of an obligatory component and a component for choice, labor input of each subject matter in the credits, sequence of their studying, types of studies and a control form is defined.

3.11 Standard training program (STPr): The educational document developed on the basis of the state obligatory standard of education which defines the contents, the volume and an order of studying of disciplines of an obligatory component of the standard curriculum, reflects a circle of the main knowledge, abilities, skills and the competences necessary for development, recommended literature and is approved by authorized body in the field of education.

3.12 Standard curriculum (SC): The educational document developed on the basis of the state obligatory standard of education, regulating structure and volume of an educational program on cycles of disciplines, with the indication of the list and the minimum volume of the credits of disciplines of the obligatory component, approved by authorized body in the field of education.

 

4 General provisions

4.1 Educational programs of the higher education are realized by the higher education institutions having the license for the right of conducting educational activity on the corresponding specialties of a bachelor degree and the higher vocational education, irrespective of departmental subordination and form of ownership.

4.2 Higher education institutions of the Republic of Kazakhstan carry out training of specialists with the higher education (bachelors and certified specialists) according to:

– the state obligatory standards of education on specialties of the higher education, developed on the basis of the present standard;

– Qualifier of specialties of the higher and postgraduate education of the Republic of Kazakhstan;

– working curricula, academic calendar;

– individual curricula of students;

– training programs on disciplines.

4.3 To the persons which have successfully passed total certification for development of the professional training program of the higher education, the academic degree “bachelor” and (or) qualification is awarded.

4.4 Application of the present standard provides achievement of the following purposes:

– improvement of quality of the higher education on the basis of obligatory requirements to level of preparation of students and monitoring system creation behind overall performance of higher educational institutions;

– streamlining of the rights of all subjects of educational activity;

– increase of objectivity and informational content of an assessment of level of training of students and quality of educational programs;

–  creation of conditions for the academic mobility of students;

– ensuring functioning of uniform educational space of Kazakhstan;

– ensuring convertibility of documents on the higher education for equal participation of the Republic of Kazakhstan in the international educational space.

4.5  For achievement of goals higher education institutions can use various technologies of training, a form, methods of the organization and control of educational process according to the studying process.

4.6 State obligatory standard of education of specialties of the higher education have to correspond to provisions of the present standard and define set of requirements to structure, volume and the maintenance of educational programs, to standard terms of training and level of preparation of students.

4.7 The list of specialties of higher education institution has to correspond to the approved Qualifier of specialties of the higher and postgraduate education of the Republic of Kazakhstan.

4.8 Educational programs of specialties of the higher education are developed by higher education institution independently according to the Dublin descriptors coordinated with the European frame of qualifications.

The Dublin descriptors representing the description of level and volume of knowledge, abilities, skills and the competences acquired by students upon completion of an educational program of each level (step) of the higher and postgraduate education, are based on results of the training, the created competences, and also total of credit (test) units of ECTS.

 

5 Requirements to structure and maintenance of educational programs of the higher education

5.1 The structure of education is formed of the different types of study defining the content of education, and reflects their ratio, measurement and the account.

5.2 The educational program of a bachelor degree contains:

– the theoretical training including studying of cycles of the general education, basic and main subjects;

– additional types of training – different types professional the practician, physical culture, military preparation, etc.;

– intermediate and total certifications.

5.1 The structure of education is formed thus educational programs of a bachelor degree are projected on the basis of modular system of studying of disciplines.

5.3 The accounting of labor input of study is carried out on the volume of a taught material and measured in the credits being units of measure of labor costs of students, concrete results of training necessary for achievement. The credits reflect conditional “cost” of separate modules (elements) of an educational program. Into concept of the general labor input enter: lecture, practical (seminar), laboratory, studio researches, all types of professional practice, preparation and passing of total certification, independent work of the student.

5.4  The general labor input of theoretical training is defined by the list of studied subject matters.

5.5  At the organization of educational process on credit technology of training the volume of each subject matter has to make an integer of the credits.  Thus the discipline is, as a rule, estimated not less than 3 credits.

It is allowed, as an exception, discipline estimation in 1 or 2 credits.

5.6 Each subject matter has to carry one not repeating name, except for physical culture, languages.

5.7 Students master each subject matter in one academic period at the end of which hand over total control in the form of examination. Exception the physical culture, all types professional the practician make, term and settlement and graphic papers (projects) on which pass the differentiated test.

5.8 In all forms of curricula the uniform system of the coding of the disciplines, providing assignment to each discipline of the curriculum of the corresponding code in symbols of alphabetic and digital expression is used.

5.9 Educational programs and curricula of higher education institutions surely join the disciplines realizing standards of current legislations. The state and Russian languages concern to them (The law of the Republic of Kazakhstan “About languages in the Republic of Kazakhstan”), physical culture (The law of the Republic of Kazakhstan “About physical culture and sport”), labor protection (the Labour Code of the Republic of Kazakhstan).

5.10  The cycle of general education disciplines consists of disciplines of an obligatory component and can include components for choice.  Cycles of basic disciplines and the main subjects include disciplines of an obligatory component and a component for choice.

5.11 The list of disciplines of an obligatory component is defined by the standard curriculum. Reduction of volume of disciplines of an obligatory component isn’t allowed. The exception is made by the reduced educational programs on the basis of technical and professional, postsecondary education or the higher education.

5.12 The list of disciplines of a component for choice is defined by higher education institution independently.

5.13 The maintenance of a cycle of the general and educational disciplines makes 25% from the total amount of disciplines of the standard curriculum or 33 credits and includes the following disciplines: History of Kazakhstan, Philosophy, Kazakh (Russian) language, Foreign language, Informatics, Ecology and sustainable development, Political science, Sociology, Bases of the economic theory, Basis of the right, Basis of health and safety and Physical culture.

Thus the Physical culture is realized within additional types of training and doesn’t join in the total amount of the credits of a cycle of the general and educational disciplines.

5.14  Depending on specialties separate disciplines of a cycle of the general and educational disciplines are excluded or transferred to a cycle of Basic Disciplines.  In this case the released credits are transferred to a component for choice.  For example, on specialties of group “Right” the discipline of “A right basis” is excluded;  on economic specialties of “Social Sciences, Economy and Business” group – the discipline of “A basis of the economic theory” is transferred from a cycle of the general and educational disciplines to a cycle of basic disciplines.

On separate specialties of group “Humanitarian Sciences”, “Social sciences, economics and business”, “Natural sciences”, “Technical sciences and technologies” similar approaches on the disciplines of a cycle of the general of the same name also are applied. Thus released credits are transferred to a component for choice.

5.15  It is recommended to include the following disciplines in a cycle of the general and educational disciplines as a component for choice:  Cultural science, Psychology, Self-knowledge, Innovative management.

The exception is made by specialties of Obrazovaniye group where the discipline “Self-knowledge” is included in an obligatory component of a cycle of basic disciplines.

5.16  The volume of disciplines of a cycle of Basic disciplines makes 50% from the total amount of disciplines of the standard curriculum or 64 credits, from them 20 credits are taken away on disciplines of an obligatory component and 44 credits – on disciplines of a component for choice.

5.17  The obligatory component of cycle Basic Disciplines joins disciplines “Professional Kazakh (Russian) language” and “Professional the focused foreign language” in volume of not less than 2 credits.

5.18 The volume of disciplines of a cycle of profile disciplines makes 25% from the total amount of disciplines of the standard curriculum or 32 credits, from them 5 credits are taken away on disciplines of an obligatory component and 27 credits – on disciplines of a component for choice.

5.19 The structure of an educational program of the higher education is given in table 1.

At implementation of professional training programs of the higher education the higher educational institution has the right:

– to transfer studying of disciplines from one semester to another, without breaking logic of development of the professional training program;

– to increase the volume of disciplines of an obligatory component at the expense of additional types of training;

– carrying out terms the practician are defined by higher education institution independently taking into account pre- requisites

 

6 Requirements to planning of the content of education

6.1  The organization of educational activity is carried out by means of planning of educational process and the content of education, a choice of ways of their carrying out.

6.2 The structure of the content of education is defined according to the established requirements to registration and measuring instruments of education: to curricula and programs, volume of an academic load, duration of the academic periods, types of the academic occupations, volume of a training material.

6.3  The education program establishes requirements to the maintenance of educational programs of specialties and subject matters.

6.4  Planning and the organization of educational activity are carried out on the basis of curricula.

6.5 Studying plans are subdivided into standard (SSP), individual (ISP) and working (WSP).

SSP are developed on concrete specialties of the higher education on the basis of the state obligatory standards of education and approved by authorized body in the field of education.

In SSP labor input of each subject matter of an obligatory component and each type of educational activity (practice, state exams, writing and protection of the thesis) in the credits is defined, and the component for choice on each cycle of subject matters is specified by total of the credits.

6.6 In addition to SSP annually the higher education institution develops the catalog of elective disciplines (CED) which represents the systematized annotated list of all disciplines of a component for choice.

6.7 On the basis of SSP and CED as a student by means of an edvayzer ISP are formed. ISP defines an individual educational trajectory of each student separately.

ISP join disciplines of an obligatory component from SSP and discipline of a component for choice from CED.

For prevention of a chaotic choice students of elective disciplines and realization developed by higher education institution according to item 4.8 of educational programs, students are recommended to present within CED on a choice some educational trajectories – lists of elective disciplines and sequence of their studying, allowing the student “at the exit” within specialty of the higher education to receive in addition certain list of professional skills and the competences focused on a concrete field of activity taking into account requirements of a labor market and employers

6.8 The working training program is developed for academic year on the basis of SSP specialty and ISP of students and approved as the head of the organization of education on the basis of the solution of the Academic council.

The working training program forms a basis for drawing up the schedule of studies and calculation of labor input of study of the teacher.

6.9 The form, structure, order of development and the statement of ISP and the Working training program are defined by a higher educational institution independently.

6.10 The maintenance of all subject matters is defined by training programs. Training programs are subdivided on standard and sillabus.

6.11 Standard training programs are developed on disciplines of an obligatory component and approved by authorized body in the field of education.

6.12 Sillabuses are developed on all disciplines of the curriculum and are approved by a higher educational institution. Thus their development on disciplines of an obligatory component is carried out on the basis of standard study, and on disciplines of a component for choice – higher education institution independently.

6.13 Planning of the content of education, way of the organization and carrying out educational process is carried out by a higher educational institution independently on the basis of credit technology of training.Утвержден Приказом Министра образования и науки Республики Казахстан от « 17 » июня 2011 г. № 261
