In our Legislative Acts, 1% of the income of subsoil users should be directed to the development of science. However, our analysis showed that large enterprises operating with the participation of foreign investors use these funds inefficiently.
Within the framework of this issue, on the basis of our proposal, on July 5, 2023, Karaganda industrial University for the first time, with the support of the governor of the region E. Bulekpayev and under the chairmanship of the minister of Science and higher education S. Nurbek, held a round table “dialogue with business: the role of industrial enterprises in the development of science”. The event was attended by the heads of 20 large subsoil users. At the round table, effective ways and mechanisms of spending 1% of the funds of subsoil users for the development of domestic science were considered, as well as projects of future cases were discussed.
In the world’s leading universities, technoparks are developed at a very high level, and joint work with the business community is directly aimed at obtaining specific results and solving large-scale problems. The issue of creating technoparks near universities is under the close attention of our ministry. We should all support this.
This year marks the 60th anniversary of the establishment of Karaganda industrial University. Karaganda industrial university, founded in 1963 as a plant at the Karaganda Metallurgical Combine, is currently one of the best specialized technical universities in the country and a unique higher educational institution. Its history is inextricably linked with the fate of the city of Temirtau, Karaganda region and the whole country.
A new stage in the development of a higher technical educational institution began with the acquisition of independence of the country. The merits of the educational institution in training engineering personnel for the mining and metallurgical industry of the country were noted, and in 1993 the plant was reorganized into the Karaganda Metallurgical Institute. The institute has the status of the only higher educational institution in the region that trains specialists in the entire spectrum of the metallurgical industry.
In 2006, the Karaganda Metallurgical Institute was reorganized into the Karaganda State Industrial University. The reorganization of Karaganda State Industrial University into a non-profit Joint Stock Company “Karaganda industrial University” in 2020 opened a great way for its academic freedom, comprehensive professional development, and the introduction of modern innovative educational methods. In May 2021, within the framework of the new strategic plan for the development of the University, a systematic reform of the entire direction of the University’s activities began.
In the next 5 years, the university has not had any research grant projects, and in 2022-2023, our scientists have won 18 projects for a total amount of 883.1 million tenge in scientific competitions announced by the Science Committee of the ministry, and scientific research is being carried out aimed at specific results. Of these, 6 were won in the general competition, 5-specifically for young scientists, 7-in the postdoctoral direction.
Also during these years, such industrial enterprises as “Izomast”, “Kazphosphate”, “Tau-Ken Temir”, “Silicon mining” ordered scientific research work at the University. In this direction, scientists and doctoral students of the University performed 4 business contract works for a total amount of 41.3 million Tenge, the results of which were put into production. The research is based on obtaining opportunities for the extraction, storage and more rational use of quartz, iron, manganese, coal resources.
In 2022-2023, Karaganda industrial University became one of the 10 winning domestic universities within the framework of the Going Global Partnerships Program held by the British Council. The university has become an active participant in the Going Global Partnerships Program to develop a strategy for the development of transnational education between the UK and Kazakhstan, conducted by the UK Council.
Over the next two years, the number of publications of University scientists in the international peer-reviewed databases Web of Science and Scopus has doubled. For example, 38 scientific articles were published in these databases in 2020, which increased to 82 publications in 2022, with a total of more than 500. As a result, the university was ranked among the top five universities in the country with the number of publications per 1 teacher. These indicators are considered one of the main indicators of universities in international rankings.
Patents and certificates of intellectual property were obtained for all methods, technologies and means of their implementation developed within the framework of scientific research at the educational institution.
The university also has a place in the international academic community. The university makes a worthy contribution to the development of the country’s scientific potential, especially in technical areas that determine industrial and innovative development. Training of scientific and pedagogical personnel is carried out in 22 undergraduate educational programs, 20 master’s specialties and 5 specialties of PhD (metallurgical engineering, nanotechnology, mechanics and metalworking, automation and control, chemical engineering and processes).
In 2022, Karaganda industrial University for the first time opened dissertation councils in two priority scientific areas for the University: “metallurgy of ferrous and non-ferrous metals” and “nanotechnology in engineering”. In September of this year, the first meeting of the dissertation council was held. There, for the first time, two doctoral graduates defended their PhD thesis in the field of metallurgy. This indicates that our university is the leading higher educational institution in the country in the field of metallurgy. In addition, in the direction of metallurgy, our university leads the Republican educational and methodological Association.
Currently, the educational institution is recognized as an intellectual center that creates a modern system of Education, Science, Engineering in accordance with international principles. It is also important to note that the university is a unique educational institution with the only experimental production site in the country, which includes a full metallurgical process, equipped with semi-production units. The Karaganda Regional Center of the Cisco Network Academy operates on the basis of the University. Under the guidance of experienced teachers, students receive training in Industry 4.0, focused on the needs of a new economy, industrial clusters, and cyberphysical systems. For the formation of competencies in this direction, a laboratory-factory of 3D engineering has been launched at Karaganda industrial University.
