The laws are aimed at improving the legal, economic, social and organizational foundations of state policy on science and technology policy.
In particular, the mechanisms for the development of the national scientific system are envisaged, the subjects of scientific activity and their rights are determined, the legal status of the National Academy of Sciences, the activities of the Science Foundation and the mechanisms for financing scientific activities are consolidated.
The procedure for assigning the status of a research university and approving its development program has also been regulated. The procedure for conducting state control in relation to the educational authorities of regions, cities of republican significance, the capital, districts (cities of regional significance) is being clarified.
In addition, in order to stimulate the scientific activities of employees with an academic degree, amendments have been made regulating the establishment of monthly surcharges for them, as well as the conditions for granting sabbatical leave to leading scientists working in organizations of higher and (or) postgraduate education, scientific organizations.
